I'm playing Fae Tactics

Peony looks like she’s twelve and acts like she’s six. She talks to her dog, then acts like her dog answered back. She doesn’t know about, or really understand, most of the ways in which people hurt each other, and her first impulse is always to intervene to stop them. She loves ice cream, cookies, and trying to be a hero. And she kills absolutely everything that gets in her way. It’s like, when someone tells you to leave or they’ll kill you, have you ever considered leaving instead of murdering them?

Inspired by a Kotaku article: "alleged racist comments" means "alleged" modifies "comments." The comments are alleged to have been made. "Allegedly racist comments" means "allegedly" modifies "racist." The comments were definitely made, but may or may not be racist. But would most people be able to explain how that rule works? And if not, how do they so consistently follow rules like that? I've never seen someone use "alleged" when they mean "allegedly," or vice versa.
