The idea of cultural appropriation isn’t the idea of copyright, but it’s not not copyright, if that makes any sense. It’s the idea that thoughts have owners, and that the wrong people using thoughts will degrade them.

It's intellectual property but with the ethnic group instead of the individual as the unit of ownership and with a "human economy" framework where the point of the property right is not primarily to enable market transactions but to establish privileges (cultural appropriation discoursers would likely reject a notion that an ethnic group can collectively sell their culture and relinquish their claim on it by doing so, much as - per Fustel de Coulanges's "The Ancient City" - in the earliest Greek property rights a farmer could not sell the land their ancestors had owned and worked).
