Villains have to break out of prison, but henchmen tend to walk out after surprisingly short sentences. This is because henchmen do the hard work of building the failure-prone deathtraps heroes inevitably escape from, and henchmen always miss when shooting at heroes who aren't bulletproof. Most villains still haven't caught on to this.
