A compromise position for those action series where the army is incapable of hurting monsters: monsters can still be knocked backwards, unbalanced, or, if small, pinned under rubble. The army isn't just standing their ground and shooting pointlessly until the hero arrives. They're delaying to give time for a proper evacuation.
