Ranked roughly from best to worst:
Terminal: In a game where healing is this limited, the ability to heal every turn is broken beyond belief.
Blueblood: Two shots at 75% accuracy are always better than one shot at 100%.
Cherub: Kinetic Barrier is more useful than most characters' entire kits. Not much else going for him, though.
Torque: Pull and poison are situational, but constrict becomes massively useful once you take all the upgrades for it. She does spend a lot of time out of cover and getting shot at, though.
Verge: Stupor isn't reliable to stop enemies from shooting you, and Battle Madness often leads to shooting helpless civilians. His real use is to Stupor everyone, get a giant accuracy bonus, and pull off pinpoint shots.
Claymore: becomes much more useful once his grenades get a damage upgrade. I do not like the range dropoff on that shotgun, though.
Zephyr: 100% accuracy and can move after attacking. Make sure to plan around her godawful Breach skill.
Godmother: 100% accurate shot every three turns, terrible range dropoff on the other two.
Axiom, Patch, Shelter: I didn't recruit them.
