She wouldn’t just get sent to fight Loid in a tragic battle to the death. She’d build a dossier on Loid. And Loid’s resolved international threats that Ostanian organizations weren’t even aware of. Garden’s goal is to keep order in the underworld by “weeding” people who disturb the peace, and losing Loid would be very bad for peace. If anything, Garden might find it worthwhile to reach out to Loid for help.
FWIW, I don’t think WISE would threaten Loid and Yor’s relationship either, at least not directly. The threat would be if Westalis elected a new administration that actually wanted war and pressured WISE to destabilize things, sort of a counterpart to Desmond.
