In the fanfic I’m reading, a dictator takes extreme actions and uses unnecessary violence, so some people stop trusting him. They won’t agree to do what he wants, so he could either let it go or force them to comply. But he inevitably chooses extreme force, so more people stop trusting him and won’t comply without force.
