My father’s reading a dystopia novel called Outwalkers. The evil government pretends there’s a plague so no one can leave, and gives people “vaccines” that actually control them with microchips.

I would not feel comfortable writing that plotline into one of my stories, for the same reason I wouldn’t feel comfortable writing a story in which a genocide was a hoax.
