A Batman idea: Gotham’s problems are circular. The rich want a strong police force, since the gangs are out of control and the cops mostly harass the poor anyway. The cops have so much leeway and so little oversight that they can get away with taking bribes. With the cops bribed, the gangs can do whatever they want, but the rich just go “that’s why we need more cops to stop the gangs!”

Batman attacks this problem by reducing the need for the police, but he can’t protect all of Gotham by himself. Jim Gordon fires corrupt officers, but he can’t guarantee every new hire will be morally pure. The only long-term solution is more oversight, so even cops who want to take bribes aren’t able to do so.

Since the poor often have problems voting due to issues like a lack of fixed residence, Bruce Wayne tries to build up the middle class. In the long term, there will be more voters who’re in a stable position but want to keep the cops in check.
