A developed system, like a mental health system or a poverty aid system, has a hypothetical user it’s normed for, someone who has nothing wrong with them aside from the things the system is intended to help. As the system develops more rules for how to help them, it becomes inflexible and unable to help anyone whose problems are different from the hypothetical. This seems to be the standard pattern across a wide variety of systems, and I’m not sure how best to avoid
