The idea that Zootopia is “cop propaganda” depends on the premise that we’re expected to uncritically support Judy. I don’t think that’s the case. Judy is loyal to her concept of law and order, and she sometimes follows it in ways that seem obsessive, self-serving, or just plain dumb. Nick hates the social order while ironically embracing his outcast status, and he’s . . . well, mostly self-serving rather than obsessive or dumb. They both become better people over the course of the movie, but they don’t learn an explicit lesson from every single thing they do wrong, and I don’t think they have to. Even a Disney cartoon can reasonably expect its viewers to think for themselves about what the characters do and whether it’s okay.
