I didn’t read the comics where reality is rewritten so Captain America is a loyal member of HYDRA. I can’t say anything about the execution. But I saw bits of them on the Internet, and at the very least, the base idea is interesting. It sounds like it’s working off of two truths:
1): Captain America will always believe in helping people and making the world a better place. The most you can do is crush his idealism so thoroughly he thinks totalitarian rule is the only method left to him.
2): Red Skull has never believed in anything except to use it to empower or gratify himself.
Red Skull wanted to create a Cap who would be loyal to HYDRA and himself. He ended up with a Cap who thought killing him was the only way to salvage HYDRA. That’s a pretty cool idea!
