”Natural” superpowers relate in some way to your greatest desires and deepest fears, and can change as your desires change. Experimental methods of artificially inducing powers, however, create more of a “snapshot.” Your power is related to what you wanted most at the time you got the power. The upshot of this is that you can get water powers because you went through the experiment while you really, really needed to pee.
