This was during the Cold War, and his contact was constantly warning him to watch out for Russian spies, and came up with all sorts of security measures to avoid being intercepted by Russian spies. Eventually, he realized there weren’t any Russian spies, because the information he was handling wasn’t important enough for Russia to bother sending spies. The contact needed to believe they were being spied on, because otherwise, he would have to admit his job was meaningless.
